geo-rep: Archive Changelogs and avoid generating empty XSync changelogs
With this patch,
- Hybrid Crawl will not generate empty Changelogs
- Archives Changelogs when processed(Hybrid(XSync), History,
and Changelog Crawl
- Passive worker cleans up its processing directory
