rpc: Remove duplicate code
rpc_clnt_disable() and rpc_clnt_disconnect() have same code.
Removed rpc_clnt_disconnect() and moved calls to rpc_clnt_disconnect()
to rpc_clnt_disable()
updates bz#1193929
