Modularize swift-auth CGI script, add unit tests
- Moved most of swift-auth CGI script to kerbauth_utils.py
- Added unit tests for kerbauth_utils.py
- Made MEMCACHE_SERVERS, DEBUG_HEADERS, TOKEN_LIFE as
configurable parameters
